Rutgers, The State University of New Jersey, is seeking Professional Design Service Proposals for the design of a new academic research building to house the Institute for the Environment on Cook Campus in New Brunswick, NJ. The building shall house several departments and centers including the Departments of Human Ecology; Ecology, Evolution, and Natural Resources (EENR); Landscape Architecture, and Environmental Sciences. This project is a high priority for the strategic mission of Cook College and Rutgers University; it will serve to redefine the academic core on Cook, facilitating cross-disciplinary interaction and collaboration within and about the building.

 

The institute’s mission is to serve the needs of the State, the Nation, and the International Community for scientific research oriented toward sustainable interactions between humans and the environments on which they depend, XXXX and as such we place a high priority on a sustainably designed building. This project shall be designed to achieve a United States Green Building Council (usgbc) LEED (Leadership in Energy & Environmental Design) Silver Rating or above.

 

Your firm has been selected as a potential candidate for this project which shall include full programming, design, documentation, LEED certification, and construction administration.  If you are interested in pursuing this project, please email your intention to me by Friday, August 8, 2003 and submit twelve copies of your written qualification by Friday, August 22, 2003 at noon.  Our expectation is that the project will be phased, with the programming, conceptual design plus architectural renderings being completed immediately following firm selection with the remainder of the project being re-initiated after fund-raising. It is our intent to have the same firm execute the complete project. 

 

 

Attached please find program information from each of the departments to be housed within the building for your use.  These documents are to aid your firm in understanding the existing program and future needs to be incorporated into the newly designed building and its setting on the Cook Campus. Also enclosed please find a copy of Rutgers University’s Owner/Architect Agreement for your use in reviewing deliverable requirements of all phases.

 

The total construction budget shall be determined during the feasibility study, however is currently estimated at $36 million.

 

Proposals shall include:

 

1.      Project Team Experience and Qualifications

a.       Sustainable project experience & similar project experience listing

b.      University project experience listing

c.       Contact listing for projects referenced (Provide data indicating the project name, client contact, contact phone number, project gross square footage, design estimated cost, bid cost, total construction cost, bid date, and construction completion date.).

d.      Team listing with all subconsultants and key players identified, including copies of their resumes, with responsibilities defined for each

e.       Provide a copy of Standard Form 254 (Architect-Engineer & Related Services Questionnaire) for each key firm identified

 

2.      Methodology/Approach

a.       Graphically chart the team players and responsibilities

b.      Provide description of intended design process

                                                               i.      Interdisciplinary design team collaboration with interdisciplinary user group experience and approach

                                                             ii.      Commissioning approach

                                                            iii.      Communication approach

 

c.       Energy modeling is required for this project via DOE-2, Trane Trace 700, or similar approved software

 

3.         Executive Summary (of single page maximum)

 

The Selection Process is a two-part process, including the following:

 

Proposal packages shall be reviewed by a project selection committee, making the selection for firm interview.

Short-listed firms shall be interviewed by the project selection committee with a 30-minute firm presentation and 15 minute Question and Answer period for each.

The project committee shall make the final selection.

 

Anticipated Project Selection dates include the following:

Intentions Due:              August 8, 2003

Proposals Due:                         August 22, 2003

Firm Interviews:                        September 12, 2003: Firms & Times to be announced.

The project selection committee consists of the Project Chairs, Center Directors and/or selected faculty of the Departments, representatives of the Dean’s Office of Cook College, student representative of academic units, Interim Vice President for Facilities & Capital Planning, Interim Executive Director of University Planning & Development, Interim Executive Director of Facilities Project Administration, and Facilities Maintenance Representative(s).

 

Design Fees for RU projects are based on a standardized fee matrix enclosed for your reference for the base scope; additional LEED certification scope shall be a negotiated additional fee.
