Dear Higher Education Colleague:

In 2001, your institution’s president, along with the other 55 presidents of New Jersey colleges and universities, signed a pledge to reduce campus greenhouse gas emissions at least 3.5% below 1990 levels by 2005. GHG emissions and energy use reduction are even more important, now that the State of New Jersey has committed to the Regional Greenhouse Gas Initiative (RGGI), in cooperation with 6 other Northeast states, which is a mandatory program to reduce GHG emissions over the coming years. Our organization, the New Jersey Higher Education Partnership for Sustainability, a higher-education consortium, worked to make this commitment universal amongst New Jersey colleges and universities. To accomplish this aim, we would like to track progress to date in emissions reduction at your institution. In order to measure this progress, we need data on natural gas, oil, and electricity used between 1990 and 2005. (A list of institutions that have already provided 1990, 2000 and 2002 data follows this letter; in those cases, we ask for your help in obtaining 2005 data).

The utility companies have agreed to help us obtain this information, provided we obtain your consent. Their assistance will save busy accounting staff and facilities directors the time and trouble of searching their records and compiling the information.

Thus, we request that you, by April 22nd:

Ask your Director of Facilities to sign and return to us the enclosed form which authorizes your energy supplier(s) to provide us with your institution’s energy usage information; and

Provide us with either account numbers used with fuel companies/utilities in 2005 or the amounts of energy consumed (electricity, natural gas, and fuel oil) in 2005 and, if possible, in 2002, 2000 and in 1990. Forms are attached for that purpose. To ensure confidentiality, the data will only be presented publicly in aggregate totals. Your institution’s energy consumption and emissions will not be revealed without your written permission.

Please also return, sometime before May 2006, the enclosed permission form, allowing NJHEPS to include your institution’s data in public research, reports, and discussions of sustainability in New Jersey higher education.
