University of New Hampshire Greenhouse gas inventory

As the nation continues to struggle in search of a viable energy policy, and as the signs continue to mount of climate change already occuring, universities and colleges have the opportunity to demonstrate the feasibility and economic advantage of increasing energy conservation and efficiency and therefore decreasing emissions. In the winter of 2000, the University of New Hampshire's Office of Sustainability developed a partnership with the non-profit Clean Air - Cool Planet to produce a greenhouse gas inventory tool that adapted national and international inventory methodologies to the unique scale and character of a university community. Using the inventory tool, UNH's greenhouse gas emissions were documented for the years 1990 through 2000. In 2004, new data for the years 2001 through 2003 were added to a new report: the 1990-2003 Greenhouse Gas Emissions Inventory. In 2006, new data for the years 2004 through 2005 were added to an update to this 1990-2003 report.

Program Coordinator for NJ Clean Energy Programs RFP

The New Jersey Board of Public Utilities announces the release by the State of New Jersey Purchase Bureau, Department of the Treasury of a solicitation for bid proposals to engage a contractor to function as Program Coordinator for Clean Energy Programs.

The contractor will perform the day-to-day administrative functions involved in coordinating, and monitoring all OCE financial transactions. In performing these functions the contractor shall track the flow of funds from the Clean Energy Trust Fund to recipients of rebates and the payments to contractors.

The rebate programs are managed by Market Manager Contractors and are categorized as: 1) the Residential Energy Efficiency programs, 2) the Commercial and Industrial (C&I) Energy Efficiency Programs and 3) the Renewable Energy Programs. The contractor shall also track the flow of funds for Economic Development Authority (EDA) grants and payments to other OCE contractors.

Energy Reports and Action Plans

Five Energy Reports and Action Plans are now available online! NJHEPS received grant money from the BPU to develop 15 Energy Reports and Action Plans last year and 10 more this year. A few institutions have presented their Energy Reports at NJHEPS Energy Workshops. Others have utilized the Energy Reports as internal tools or presented them to their institution's President showing what opportunities are available to save their campus money, along with reducing their emissions. Campus Energy Toolkit Available!


NJHEPS is happy to announce the publication of the Campus Energy Toolkit. This volume is designed to be a practical resource for facilities managers, with information on energy efficiency technologies, renewable options, administrative and policy suggestions, financing information, and resources for further exploration. It was prepared by NJHEPS staff with the NJHEPS Energy Technical Team's input and review, and is offered through the support of the New Jersey Board of Public Utilities.The document is available as a free Acrobat (PDF) download.

Greenhouse Gas Action Plan: 2002 Update


On February 23rd, 2004, NJHEPS staff, along with Mike Winka of the BPU's Clean Energy Program, updated the New Jersey Presidents' Council on the Greenhouse Gas Action Plan (GGAP), a commitment made in 2001 by all New Jersey College and university presidents to reduce their institution's greenhouse gas emissions to 3.5% below 1990 levels by 2005. Of the 24 institutions that have supplied NJHEPS with complete data on their fuel consumption, a heartening 46% had attained GGAP levels of emissions reductions in 2002! For most of the others, massive expansion in campus area and services were substantially offset by greener campus operations: 20 of the 24 institutions are achieving greater than 3.5% reductions in their "carbon intensity" (measured by emissions/sq. ft. of campus area).

Looking to the future, NJHEPS plans to expand its "carbon accounting" for those institutions able to do a more comprehensive assessment of their greenhouse gas emissions. The US EPA has made available online tools ( Project WARM and ReCon) to help institutions calculate the emissions reductions that arise from waste reduction, using more recycled products, and increased recycling. We encourage institutions to gather data on these practices and claim the emissions reductions that result from more sustainable materials use! Also, Clean Air, Cool Planet has made available to New Jersey colleges and universities its comprehensive campus climate impact assessment tool, which includes, for example, transportation impacts.
